2023 More efforts needed to boost production
The Department of Industry at the National Development and Reform Commission (NDRC), China’s top economic regulator, recently held a symposium with several key provinces in Hangzhou, Zhejiang Province, where they discussed the crucial role of the industrial economy in stabilizing the overall economy. According to the meeting, maintaining steady growth in the industrial sector will serve as a "ballast stone," stabilizing the broader economic landscape in the country. The NDRC emphasized the need to expedite the resumption of work and production, stabilize and expand investment in the manufacturing sector, and promote structural adjustments in key industries. Additionally, efforts should be made to create a more favorable development climate to support long-term growth.
At the meeting, it was highlighted that promoting industrial growth during the first quarter of the year is vital for laying a solid foundation to stabilize the economy as a whole. The emphasis was on ensuring that industrial growth remains resilient to support broader economic stability, which has become even more critical in the wake of the global economic challenges in recent years.
Experts noted that several provincial-level governments in China have pledged intensified efforts to support growth and maintain economic performance within a reasonable range. These efforts are seen as a sign of economic recovery in 2023, with various regions targeting GDP growth of over 5% this year, reflecting optimism about a strong economic rebound. According to Zhou Maohua, a macroeconomic analyst at China Everbright Bank, local governments are prioritizing expanding domestic demand, improving consumption, supporting industrial transformation, and continuously pushing for deepening reforms. These policies are designed to help sustain recovery and foster long-term economic resilience.
The economic indicators have shown positive signs, suggesting a strong recovery of economic activity. Official data revealed that China’s official purchasing managers' index (PMI) for the manufacturing sector rebounded to 50.1 in January from 47 in December. This marked an expansion of the manufacturing sector, as the 50-point mark is the dividing line between growth and contraction. Additionally, China’s non-manufacturing PMI jumped to 54.4 in January from 41.6 in December, returning to expansion territory for the first time since September, further signaling economic recovery.
Louise Loo, a senior economist at Oxford Economics, noted that a faster economic recovery is expected for China in 2023. She attributes this to the combination of a stronger performance in retail and consumer-driven sectors, along with pro-growth policy pivots from policymakers. These policy changes are expected to stimulate demand in the short term, particularly as China continues its reopening efforts. Loo believes that China’s proactive stance on economic policy and macroeconomic easing will help stabilize the economy in the near term, including targeted support for the property sector, potential relief measures for households, and increased spending on off-balance sheet infrastructure.
Robin Xing, the Chief Economist for China at Morgan Stanley, also expressed optimism about China's economic growth, forecasting a 5.7% growth in 2023, which he expects will contribute to around 40% of global economic growth. He suggested that the Chinese government is likely to set a GDP growth target of above 5% for 2023, with measures such as further monetary and fiscal easing to support the economic rebound.
Overall, as China aims to stabilize and grow its economy in 2023, the focus remains on industrial expansion, structural reforms, and pro-growth policies that are designed to not only support short-term recovery but also foster long-term sustainable growth. With the combination of governmental initiatives and a strong rebound in key sectors, China’s economic performance is expected to contribute significantly to the global economic recovery.
